Grade: £50,466 - £60,330 (National Framework) or £55,484 - £65,348 (London Framework - if you are London office based or homebased and live within the boundary of the M25)
Contracted Hours: Full time 37 hours per week

There is a strong focus on continuous improvement in the way CQC manages and exploits data and so the purpose of this role is to embed and oversee best in class operational data management and compliance capabilities.

This role will line manage related data roles including Data Quality Lead, Data Quality Analyst, Master Data Lead and Metadata Lead to provide an overall capability that help CQC maximise value from data in an organisation that recognises the criticality of robust data control, protection and compliance.

What you will bring…

You will have the opportunity to demonstrate your experience of data governance approaches, practices and learnings in large organisations and the ability to implement these to ensure consistent data managing handling across CQC.

You will get to work collaboratively with Data and Insight Leaders while leading and facilitating talented multi-disciplinary teams from across the unit to deliver outcomes.

• Ensure that data governance standards are implemented that ensure consistent data management handling across CQC.
• Manage and facilitate the meetings and agenda for the Data Governance Council.
• Partner with Data & Insight Leaders to ensure that Data Owners, Data Stewards, and delivery teams implement standards for data cataloguing, business and technical metadata management, data quality management, and compliance goals.
• Work with Data & Insight to enforce data governance policies, processes, and standards, and measure its adherence.
• Establish critical data asset and element programme activities, and their adoption of metadata, compliance alignment, and fit-for-purpose data quality management standards.
• Line manage teams, facilitating flexible deployment in accordance with unit priorities.
• Lead and facilitate multi-disciplinary teams from across the unit to deliver outcomes.
• Drive and build relationships internally and externally.
• Assure that appropriate quality control and assurance is undertaken to ensure consistency, accuracy and relevance of unit outputs.
• Role model behaviours that drive efficiency and quality through continuous improvement and effective change to deliver the Data & Insight operating model.
• Ensure that the views of the public and people using services are in the design and delivery of Data & Insight services and products.
• Promote a strong data culture across CQC in line with the organisational data strategy.
• Stay abreast of internal and external developments in data, policy and advances in digital analytics tools and data manipulation products, ensuring appropriate awareness within the team.
• Role model inclusive behaviours in everyday interactions.
• Promote a culture of respect and fairness and understand personal responsibilities around delivering against CQC diversity and inclusion strategy.

Essential Skills and Experience:

• Educated to degree level or have equivalent professional experience.
• Experience of working as Lead, Data Governance or similar role.
• Strong knowledge of current data governance standards (e.g. ISO 90001, GDPR, PCI, UKGC, Data Protection).
• Demonstrable experience of data governance approaches, practices and learnings in large organisation(s).
• Experience of data lineage/catalogue tools e.g. Semarchy, Collibra.
• Strong experience working with business, data and technical teams to clearly document data governance and metadata requirements.
• Experience of implementing data governance projects in a large organisation.
• Experience of working in an Agile project environment.
• Excellent decision-making skills and sound judgement with minimal supervision and able to coach others to develop their decision-making skills.
• Proven experience in managing conflict and articulating coherent rationales for action.
• Proven ability to anticipate problems, know how to prevent them and understand how problems fit into the larger picture. Can also develop problem solving capabilities in others.
• Expert ability to manage stakeholder expectations and facilitate discussions across high risk and complexity or under constrained timescales.
• Expert understanding of relevant data sources, tools and systems including knowledge of how to influence senior stakeholders in data approaches.
• Proven ability to tailor communications in the most appropriate and compelling way for the audience (including large audiences) and have experience in leading others to do so.


• Knowledge and understanding of the health and care sectors.
• Relevant professional qualification in data management (e.g. DAMA CDMP).
• Experience delivering or working with cloud-based data platforms.
